Garden Grove Unified School District is soliciting proposals for the 2025-2026 round of E-Rate. Please review the documents below and submit your proposals accordingly. Proposals must be received by our office no later than March 07, 2025 at 12:00 Noon PST.

Q1: On the evaluation criteria, factor iv “Past experience with GGUSD” has a 15% scale. With this factor, any new qualified contractors to the District is already at a disadvantage from the start. With this project being E-RATE and thus funded by Federal funds, it should adhere to the USAC administer of E-rate program’s “Open & Fair Process” guideline https://www.usac.org/e-rate/applicant-process/competitive-bidding/open-fair-process/. Will the District consider be “Open & Fair Process” so new qualified contractors a chance to compete?

The District evaluation criteria is fully compliant with the USAC guidelines. The District is committed to conducting an E-Rate compliant, open and fair competitive bidding/bid evaluation process.

Q2: Is a bid bond required for this project? If so, please provide the bid bond form.

No. Please refer to the RFP for more information.

Q3: Does the District require Service Provider to have an RCDD on staff?

Yes. For more info, please refer to the RFP section "Service Provider Criteria and Contract Requirements".

Q4: Please confirm the District will accept American made “of equal” products such as Leviton, Ortronics or Belden. These manufactures will provide 20+ year warranty installation.

RFI Responses

Network Cabling Systems for Hare Continuation High School #250016891

Q1: Do we need dedicated power to the IDF cabinet?

Yes. 

Q2: Will the district be in charge of disconnecting and re installing power to new IDF locations?

As a service provider we expect the service provider to provide best practices.  It is the expectation of the District that the vendor will disconnect and install power to new IDF location.

Q3: Are fiber optic cable to be home run to MDF?

Yes.

Q4: Who is responsible to removing and re-install of network equipment inside the network cabinet?

No. The District will perform network equipment removal and re-installation.

Q5: Is contractor responsible for cable demo?

Yes.  Please the RFP for more information.

Q6: Is contractor responsible for pathway demo?

To certain extend. If pathway support power, then do not demo.

Q7: Does the district requires the bidder to have a C-7 or C-10 license?

Yes.  Please refer to the service provider requirements on the RFP.

Q8: Does site has asbestos?

Contract to be awarded based on scope of work. Any added cost due to ACM will be handled via change order or District allowance. AHERA inspection report is available upon request.
